Rules differ by state, and several allow a householder to remove a limited quantity of non-friable asbestos from their own home. Friable asbestos always requires a licensed removalist, everywhere.

The first distinction decides everything. Non-friable asbestos is bonded into a solid material, typically cement sheeting, and does not release fibres unless it is broken, cut or sanded. Friable asbestos crumbles under hand pressure, and includes pipe lagging, some insulation and sprayed coatings.

The positions

  • Friable asbestos requires a licensed removalist in every state and territory. There is no householder exemption anywhere.
  • Non-friable asbestos above a defined area, commonly ten square metres in workplace law, requires a licensed removalist.
  • Below that area, several states permit a householder to remove it from their own home, with conditions, and some do not.
  • Anyone doing it for payment is doing work under work health and safety law regardless of quantity, which changes the rules entirely.

Disposal is the part people get wrong

Asbestos waste can only go to a facility licensed to receive it, double wrapped and labelled, and transport is regulated. It cannot go in a general skip, a household bin, or to an ordinary tip. Illegal dumping of asbestos attracts substantial penalties and environment agencies do pursue it.
