What the licence covers
Nothing, in the sense the question is usually meant: there is no such thing as a handyman licence anywhere in Australia. What exists is a boundary. Unlicensed work is permitted below a value threshold and outside the reserved trades, and licensed work is licensed no matter who does it or how small the job is.
What you can legally do yourself
The same boundary applies to you. Fixed electrical wiring and gas work are licensed everywhere with no householder exemption. Plumbing has narrow, jurisdiction-specific exemptions. Building work is permitted below a threshold, and above it needs either a licensed builder or an owner-builder permit.
The useful way to think about this is that the work is licensed, not the person. Two rules run at once. First, a value threshold: below it, general building and repair work can be done by an unlicensed person. Second, a list of reserved trades that need a licence at any value. Electrical and gas everywhere, plumbing nearly everywhere, and others depending on the jurisdiction.
So a handyman can legitimately hang a door, patch plaster, assemble furniture, paint a room in most jurisdictions, and fix a fence. The same handyman cannot legally install a power point or connect a gas appliance, regardless of how competent they are or how small the job is.45
