What is the difference between a planning permit and a building permit?

These are two different systems with two different questions, and confusing them is the most common reason a project stalls. Planning is administered by the council under the state planning scheme. Building approval is administered by a building surveyor or certifier against the National Construction Code.

The sequencing that matters
Where both are needed, planning comes first, because the building permit is issued against the approved planning outcome. Starting the building documentation before planning is settled risks paying for drawings that then have to change. Planning is also where the timeline risk sits, because it can involve public notice, objections and, if refused, an appeal to the tribunal.
Neither is a check on workmanship. A permit says the design was approved and the mandatory inspections were passed, not that the finished job is good.
