A typical halogen downlight draws around fifty watts. An equivalent LED draws in the region of seven to twelve. On a house with twenty downlights running four hours a night, the electricity saving alone is real, but it is not the main argument.

The three benefits, in order of importance

  1. Heat. Old halogens put substantial heat into the ceiling and have caused fires. Sealed, insulation contact rated LED fittings remove that risk.
  2. Insulation. Once the fittings can be covered, the gaps cut in the ceiling insulation for clearance can be closed, which is often a bigger comfort and energy gain than the lamps themselves.
  3. Air leakage. Old downlight housings are open holes between the living space and the roof cavity. Sealed fittings close them, which matters in both summer and winter.

Why it is not a globe swap

Putting an LED lamp into an existing halogen housing gets you the electricity saving and none of the rest. The housing is still an open, non insulation contact rated fitting. Getting the real benefit means changing the fitting, which is licensed work.
